Many HR systems fail for a simple reason: organisations focus heavily on designing the system, but not enough on helping the field actually operate it with confidence.
Some time ago, I worked with TOA Oil Co., Ltd. on the implementation of a new performance appraisal system, and this issue became very clear.
The difficulty was bridging the gap between system design and daily operations. Frontline managers were already balancing significant responsibilities, so introducing new appraisal processes naturally created hesitation.
To address this, we focused on clear communication, practical training, and operational support that could realistically fit into existing workflows.
Managers participated in appraiser training, while assistant managers were trained to support the collection of factual information needed for more objective evaluations. The goal was to make the process more practical, sustainable, and easier to operate day to day.
This is something many organisations face globally. HR systems become effective only when the field can realistically apply them within everyday work.
